CAG slams MCG for not utilising funds

The Comptroller and Auditor General of India (CAG) has slammed the Municipal Corporation of Gurgaon (MCG) for not utilising the Rs. 3.32-crore grant provided by the Haryana government and the 12th finance commission for 2003-2010 for solid waste management.

The CAG has also blamed the municipal corporation for deteriorating the sanitation condition in the city and the Bandhwari plant. According to the report, MCG was to spend this amount to improve sanitation in the city and return the unspent amount to the government treasury. However, it is mentioned that the civic body neither spent the amount nor returned the unspent amount.

According to the reports, as per conditions for the grant, the amount was to be utilised within one year from the date of withdrawal. The solid waste treatment plant at Bandhwari that was constructed by the Municipal Corporation of Faridabad, was provided with 168 containers by the MCG for garbage collection; however, garbage was lying scattered and overflowing around the containers, as observed during an audit.

The report also carries pictures of garbage lying around across the city. It states that, in their defence, the MCG authorities in January 2013 had claimed that the amount had been spent on solid waste management in respective years of the grant received, and the scattered garbage shown in photographs was due to volume of garbage dumped by people after its collection. The report has also recommended that MCG should finalise a waste management plan on a priority basis for ensuring a pollution-free environment.
